Grotius' De Iure Belli ac Pacis (On the law of war and peace) merges the traditional theologically inspired natural law with modern secular and rational conceptions of legal relations between nations. It is for this approach in particular that since then Grotius is called the father of international law. In "Prologomenon" # 25 Grotius explains the terms 'Bellum justum', 'Ius as bellum' and 'Ius in bello.'

On a special table in the stacks rests the heaviest and largest book of the collection. With its dark leather cover it weighs 70 kilos. Its measurements are 60x75x22,5 centimeters, it has 762 pages and you need an assistant to consult it. It is a unique collection of clippings: 11477 news items, editorials, portraits and cartoons published by American papers from March 3rd to May 6th 1907. It was compiled in New York by Burrelle’s clipping bureau. From the book a vivid impression of the interest and active participation of the people emerges. Of course one of the many guests was Andrew Carnegie, president of the New York Peace Society, showing his everlasting interest in the cause of peace. The book was donated to the library in 1961 by the Algemeen Rijksarchief in The Hague.

The second volume runs from the French Revolution to the French-German War of 1870, featuring the Anglo-American peace societies and French Socialism among others. The third bulky volume runs to 1889, presenting an outline of "legal internationalism" and the arbitration movement.

    [1618]
    by: Hugo de Groot

A letter from Hugo de Groot to his wife Maria van Reigersbergen, or Reigersbergh (picture on the left, cover illustration of a modern edition of Robert Fruin's biography of Maria van Reigersberg). The letter was written from Loevestijn Castle, in which De Groot was incarcerated. It reads:

    Dearest of all,
That I did not write you before, happened for good reasons. Besides God there is no greater solace for me than often to receive tidings from you. I am uneasy about the state of your health especially as to the complaint in your side. I long to know how the children are getting on, and my father and your and my mother and the other dear friends. My sleep is tolerable, thank God. The stomach is better than before. God Almighty, who so far has succoured us so graciously, will not forbear helping and consoling us. Rely upon Him and pray to Him and give my regards and compliments to all the friends.
    The XXI Sept. 1618.
    Yours always devotedly,
    H. de Groot.

On the back of the letter (image on the right), in what is most probably Hugo's brother's handwriting, is the following note: "The first letter written by my brother De Groot from the castle to his wife xxi Sept. 1618."

    [1896]
by: A.V. Dicey and J.H.C. Morris

"The prince of legal textbooks". Albert Venn Dicey (1835-1922), Vinerian Professor of English Law at the University of Oxford, published his Treatise on the Rules for the Selection of the Parties to an Action in 1870 and The Law of Domicil in 1879. The latter was expanded and reissued in 1896 as Digest of the Law of England with Reference to the Conflict of Laws; this manual was enlarged and edited several times. In 1949 John H.C. Morris (1910-1984) contributed to the revival of Dicey's work, "preventing it from dying a natural death", by taking care of the 6th to 10th editions. In 2000 the 13th edition of this seminal textbook was published.

    [1989]
    by: Dirk.J.J. Suringa

Surprisingly unexpected and captivatingly interesting is the collection of the Tableaux of the Peace Palace Library. It comprises a collection of roughly 150 vivid images of historical events, portraits, proclamations of war, conclusions of peace treaties and anti-war posters, ranging from the 17th till the 20th century. These woodcuts, etchings, engravings, lithographs, photographs and drawings bring to life the gist of the Library collection, the local, global and artistic impressions of the major political events add flavor to the contents of its volumes. Whether it is a pictorial narrative of a peace conference in 1718 in Poland, a serio-comic map of Europe of ”John Bull and his friends” from 1900, or a series of 6 rare German anti-communist posters warning in flaming red colors for the devastating dangers of Bolshevism after the first World War, together they illustrate and place in context the book collection. Dr Jacob ter Meulen, librarian from 1928-1954, was the actor intellectualis of this short-lived but intensely undertaken project.

Collection of short stories by former Peace Palace Library staff member Maarten Biesheuvel. The opening pages of 'A Day in the Life of David Windvaantje' describe the protagonist's day (or rather, part thereof) at the office:
"'I work at a palace', he thought, 'my job may not be very important but still, I work at a palace.'"
"'League of Nations, United Nations, whatever,' he reflected, 'there'll always be war and torture.'"
Director-librarian Van Hall is called 'Vankamer' ['Van room']. Biesheuvel's minute description of Palace and Palace Library details can be compared to Voskuil's observations in the novel sequence Het bureau ['The Office'].
The photo of Biesheuvel is by Dirk Ketting; the cover displayed here is from the pocket edition of De verpletterende werkelijkheid. The water colour of Biesheuvel at work in the Peace Palace Library (note the bay windows in the back) is by Charlotte Mutsaers. In the lower right-hand corner the words "David Windvaantje" can be made out.
