Cours d’eau internationaux
Introduction

Le droit des cours d'eau internationaux prend de plus en plus d'importance malgré sa jeunesse relative en tant que thème du droit international public et malgré le fait que l'essentiel de ce droit soit en train d'émerger et ne soit pas encore bien établi. Depuis l'antiquité, quand les premières civilisations se sont établies le long des grands fleuves du monde, l'eau a joué un rôle important dans le développement économique et social. Outre la consommation domestique, l'eau servait principalement à la navigation, comme le révèlent la doctrine antique et la pratique des États. Suite à la révolution industrielle, la concurrence entre les utilisations des cours d'eau internationaux autres que la navigation a encouragé le développement du droit international de l'eau. Au cours des dernières années, des règles ont été développées et codifiées grâce au travail des Nations Unies, d'organisations non gouvernementales, d'institutions et d'associations de droit international y compris l'International Law Association (ILA) et l'Institut de droit international (IDI). Le travail de la Commission du droit international de l'ONU (CDI) joue un rôle central. Il a abouti à l'adoption de la "Convention sur le droit relatif aux utilisations des cours d'eau internationaux à des fins autres que la navigation", adoptée par l'assemblée générale des Nations Unies en 1997. La rareté de l'eau et l'augmentation de la pollution de l'environnement auront inévitablement pour résultat un accroissement du nombre des différends relatifs aux cours d'eau internationaux à l'avenir et, à l'extrême, un accroissement du nombre des conflits armés. La poursuite de la codification et le développement progressif du droit des cours d'eau internationaux sont essentiels pour prévenir ces phénomènes.
Le présent guide de recherche se veut un point de départ pour mener des recherches relatives au droit des cours d'eau internationaux. Il fournit les textes juridiques de base disponibles à la Bibliothèque du Palais de la Paix, qu'il s'agisse de documents imprimés ou de documents sous format électronique. La section intitulée "Bibliographie sélective" présente une sélection de manuels, d'articles importants, de bibliographies, de publications périodiques, de publications en série et de documents pertinents. Des liens permettent de rejoindre le catalogue PPL. Le code de classification de la bibliothèque 74. Cours d'eau ou lacs frontières, Cours d'eau et canaux internationaux et le mot-matière (mot-clef) Cours d'eau internationaux sont des instruments de recherche dans le catalogue. Une attention particulière est prêtée à nos inscriptions aux bases de données, revues électroniques, livres électroniques et autres ressources électroniques. Enfin, le présent guide de recherche contient des liens vers des sites Internet pertinents et d'autres ressources en ligne présentant un intérêt particulier.
